This looks to me like it could be dyshidrotic eczema. Dyshidrotic eczema usually appears on the fingers or feet and is comprised of fluid-filled bumps that itch like heck and when it dries it peels like mad.

Do some research and look at some pics and see if this is what you have. I have it and it comes back from time to time and it's the worst form of eczema that I've ever had.
