Those are all cultural decisons you named, not evolutionary.

Women would be just fine if they didnt shave any part of their body.

Men would be just fine with long hair and big beards.

All animals have some sort of covering over their penis and last time I checked no vet promoted cutting off the foreskin of a poodle for "hygenic" purposes.

The penis has been designed over millions of years to live under the protection of the foreskin. Just like the tounge lives inside the lips.

If your so happy with the "hygenic" benefits to cutting off the foreskin, I suggest you consider cutting off your lips so your tounge will be more hygenic.
