Actually, the originator of chiropractic was D.D. Palmer and he adjusted the full spine and extremities. His son, B.J. Palmer is the one who eventually developed HIO, and claimed that the atlas is the only vertebra that subluxates. When B.J. Palmer made this announcement he asked all chiropractors to only practice HIO, but many refused because they were getting great results adjusting the full spine. Many say that this is the point where chiropractic started to divide and resulted in the many techniques and associations that we have today.
