Okay, I think when I'm training regularly I do recover in 3-4 days time (based on feeling) which seems normal to me now that I've asked around the trainers at the gym. So if I use the 3 day split (legs, arms/shoulders, chest/back) on a one week cycle, then every time I do my legs (for example, let's say on Mondays), they are always fresh. 7-9 days does seem excessive, although I guess people are all different. Sounds like you might have a problem eliminating the lactic acid? Do you do cardio on off days? Deep breathing? Sauna?

Perhaps your muscle memory helps you to stay at the same level between off periods.
If you are a fairly large guy (no idea what stones equals in pounds) then are you lifting heavy enough to increase?
I ask that because I'm a short 100 pound girl, and I can deadlift 100/110 pounds, curl 40 pounds, shoulder press 40/50 pounds, and what you're doing doesn't sound much more than that, so maybe you really need to increase the weights. I'm not big or bulky and haven't been training even a year, so that's just a suggestion. One trainer at the gym said that most of the customers he sees are not lifting near their potential (guys doing girls weights, although the girls are basically doing NOTHING) so I just thought I'd throw that out there. Of course you know your limits, if you are not able to go heavier/increase then perhaps you increase the reps with the weights you can do?
Also you might want to ask Shelley, she might know of a mineral, vitamin, or supplement that helps with lactic acid removal, I heard there's one out there.
