I think the explanations above on the ionization issues on calcium ion in the form of calcium hydroxide are very solid.
I think in regards to negatively charging water with a battery, this may produce an effect that may not be "traditionally" measurable (via conductivity, pH change etc).
Jolting the water with electricity can rearrange the water molecules structural pattern ; this goes along Mr. Emoto's research on how even thoughts can change the structural arrangement of the water molecules, giving rise to more or less absorbable forms. These seemingly unperceivable changes can an impact on the sprouts growth (aand on ourselves as well).
Another way to energize the water is using devices such as vitalizer, which applies infrared and utilizes vortex to oxygenate the water (following the same principles of water cascading down a river (infrared from sun, and turbulence picks up the oxygen)). Yet another would be to boil the water to oxygenate it.
I think these methods can also be beneficial as they may help erase "trapped negative energy or information" that can be stored in the water (i.e. you may be drinking water that was present in diseased blood, and for the most part, natural water cycle can delete this negative energy with rearrangement of water structure).
It may be hard to quantify this mechanism.
