I have never had any problems using this product at the ratio you said.

It does help with congestion. The amount you use is not critical. I have lately been using a squirt of each in the Colloidal Silver in my nebulizer.

For my own chronic lung problems ( Asthma & severe chest colds ) I will continue using CS with Lobelia & Mullein in a nebulizer as required. I only need CS for a week or 2 at any time during the winter, with far better than my super expensive ($225 each) asthma inhalers ! Grizz

Humidifier Method
An ultrasonic Humidifier can be filled with colloidal silver in the bedroom to cure lung problems while sleeping. I use the Taotronics Cool Mist humidifier that holds 1 gallon of colloidal silver. It uses ½ gallon per night with the mist setting. This works the same as a nebulizer, but is less intense and does not cause coughing as the nebulizer does. Some generators such as the Silver Edge can automatically make 2+ gallon batches. See these links for more:
