There is absolutely nothing that precludes its use on humans or animals. Individuals and doctors both have the right for "off-label" usage.

We just do not sell them for the purpose of treating or curing anything anywhere.

Same as using a straight pin to open a carbuncle, that is not a medical device but a person can use it if they wish in place of a medically approved lance.

There are numerous examples of this.
