KI is a strong electrolyte, and is accordingly 100% dissociated in water over a wide range of pH's, even in the absence of oxygen. Observing the reduction potential it is clear that Iodide is air-oxidized to iodine, instantly upon the exposure of an aqueous solution of KI to air. Low pH is not necessary to "break apart" KI into its constituents, nor is oxygen.
