Actually, there are a lot of activities and behaviors which increase your likelihood of being raped, such as imbibing too much alcohol. This isn't to say that rape is the victim's fault (that's a ridiculous proposition in the first place) but rather than engaging in certain behavior increases your chance of becoming a victim. In the same way that I'm probably safer in my living room than I am skiing down a mountain, you are safer drinking a low amount or no amount of alcohol rather than a large amount.

As far as religion, it is full of contradictions and ludicrous propositions. So, it shouldn't be surprising that a religious person could easily believe that victims are responsible for perps attacking them. After all, they believe that a god who is responsible for condoning and even ordering an in some cases being personally responsible for the deaths of millions of people is omnibenevolent and represents perfect love.
