Let me rephrase the questions.

What is your definition of sanction?

"Killing other human beings is wrong IMO, all killing, I hold this moral value, and as a result of holding this moral value, I do not kill other human beings. For me, this is wrong."

Except when you or the government deem it is not wrong? This seems like..."having cake and eating it too." It's legal for a people to kill others in war or for criminality, or as a fetus with a heart beat. Just cause it's legal doesn't make it right. That is why the Laws of Man are ultimately insufficient.

"As for your question about when is a fetus alive, the laws of man, (following the belief of the society in which those laws are constructed), do decide when a fetus is legally a human being."

So the Government is always right? Legally? Aren't you being trapped in the Government Box when you accept those beliefs?
Aren't you limiting your potential as a result of such beliefs?
"Beliefs" Seems like a component of a belief system.
