No, it isn't necessary to heat the distilled water. Heating the glass eyecup by running hot water over it is a personal preference, it has nothing to do with the alcohol.  

Everyone is different.  For me, I just fill the eyecup with distilled water and wash the eye, no heating the eyecup.  But some people like the water a tiny bit warm for comfort instead of using cold water straight out of the bottle.
