I do believe it is clear that the story of the prodigal son is about God. Why? Well first of all, Jesus is the one telling the story. Also, the bible clearly says this is the way God is. He says he will not turn away anyone who comes to Him (John 6:37).
God tells us to fear Him because this is the beginning of wisdom. Proverbs 9:10
Psalm 53:1 , “The fool says in his heart, ‘There is no God.’” You wouldn't call a father who teaches a child wisdom, a tyrant would you?

The prodigal son caused himself and his family members a lot of suffering by being disobedient. So that's the reason not to be disobedient in the first place. It's not that God won't take us back when we come to him after being disobedient. He will, but what kind of suffering do we bring on when we go live completely selfishly with nothing but our own pleasure in mind?
What happened to the other son are you referring to? I know he got jealous, and then his father said to him "You are always with me, and everything I have is yours." That doesn't sound like anything bad to me.

If the prodigal son had never come home, he would have been on his own. That doesn't seem like it was working out to well to me. Pigs are pretty stinky. :)
