This is exactly how the homeschool movement got started. Back around 1980 one lady would put a note on a community bulletin board (such as at the library) stating a time and place to meet and two other ladies would show up and tada! There was a support group. Somehow they all just started finding each other, networking, and by the early 90's there was a watchdog group in DC, a national legal defense association, as well as 50 state organizations. Now we have the internet so I'm guessing it would be easier.
