What 5% solution are you using? there would be no difference I can see, in using either solution unactivated, as long as you diluted both solutions so they are the same concentration
The reason for activating is to produce more chlorine dioxide.
If you take it unactivated in water, depending on how much water you use, then you dilute your stomach acid and it activates less, so you will absorb the sodium chlorite mostly unactivated.
Activated is supposed to be more effective but it will still works unactivated in the same way it works as an unactivated mouthwash, by activating when it contacts something acidic in the body.
