yes there is a general record of birth/ bu tif parents did not choose to have it put in newpapers then you woudl ahve a harder time finding it/ i don' think those give the time.. only the day.

if youahd a goo dpoliceman friend *) hemight be able to find it or a detective.. because much info liek tat.. they can acess better.. thru their work ststus/ computer data bases.
