Overreaction?

This is a few years ago in San Diego.
My daughter worked at a private school as one of two secretaries.One afternoon she left her zapper in the school office on a counter w the wires loosly drapped.
The next morning the other secretary, an archtypal ditto head, comes into the office and sees the zapper, calls the police and an hour later the SDPD bomb squad blows it up with a water cannon in the parking lot after evacauating the school and the surronding neighborhood.
