Yes, babies can reflux and cause irriation in the upper GI tract. They generally outgrow this condition when they are several months old, 7-8 months at the latest. I work NICU so I see lots of preemies and newborns who reflux.
Some things the mom can do is eliminate all dairy from her diet for a minimum of two weeks and see if it helps. It would be beneficial for her to have good oils in her diet like virgin coconut oil and olive oil. Follow the recommendations here on curezone for healthy eating.
If she can pump then freeze the first several ounces then feed the rest of the feeding the hind milk will be "richer" and may stay in the tummy better. Is there a reason she is not breast feeding directly. The baby would have less air in the tummy if breast fed directly. If not, make sure she is using a nipple/bottle system that produces less air, like a Dr Brown feeder or one of the low gas nipple systems.
Avoid using any formula if possible. The switching back and forth can really upset a tender baby tummy.
Sleeping on an incline is good. Read up on the internet on reflux prevention in an infant.
