I understand your pain all too well. Different things work or differet ppl. As most people will tell you on here,
Acne is just a symptom of an underlying problem, and, there can be many types of problems causing
Acne - so something that works for someone else often does not work for you. First and foremost I strongy recommend you go and see a naturopath who does live blood testing. I guarantee she will find at least one if not many problems going on within your body. Obviously hormones play a big role in
Acne around your age. As hard as this might be, I strongy recommend you try a diet that does not consist of grains as they, as well as sugar, excite your body into releasing copious amounts of acne causing hormones. A diet high in protein, good fats (especially omega 3's!!) and a good variety of vegies and low glycemic fruits will help. The key is to eat foods with a low glycemix index to keep your insulin levels low. The more insulin in your blood the more hormones that will be released. A diet that has tremendously helped with my skin is the paleo diet.

That website also has an excellent ebook on explaining acne and what causes it. Unike others that tell you to cleanse the body with drastic protocols that can ultimately leave you a hundred times worse (like in my case which I regret whole heartedly doing - colon cleansing, liver flushing, etc.)
That still may not be enough for your skin, a good naturopath will be able to determine what else might be causing it, you may not be absorbing a lot of nutrients and find out you have a leaky gut and candida which will require certain tinctures and what not to heal your digestion. That was also the case for me.
I do have to disagree with one thing the above person posted about washing your face 3 times a day. You said you have very dry skin; the last thing you want to do is wash your face 3 times a day as this will most certainly strip away all of your skins lipids necessary to keep your face moist. It may work for some people but most definitely not for you.
Ultimately if none of that works then maybe as a last resort you can try a juice cleanse or something not too harsh. Buy the paleo diet book and if you do a lot of exercise the paleo diet for athletes is also a good book. You should be doing at leat 20 minutes of exercise a day anyway to get the blood and oxygen pumping.
You may have a problem with your digestion, like a lot of people, this will definitely promote acne.
