Thats a key to this thing - the only known technology is to MAKE it rain, using silver iodide. I think this is saying that they will ADD ANOTHER CHEMICAL to make the smog go away?
Or, by 'making it rain upwind it will not rain on Beijing', but that would not clear the smog up.
Or, make it rain on Beijing to wash the air before the games??
