Well, perhaps another part of their motivation is not so much to keep it from raining as to make it look pretty. The skies are almost never clear and blue, they are mostly hazy, gray and depressing. I don't know that this is such new technology... years ago, I heard that Moscow (who had a similar predicament) would spray the air once or twice a year to create beautiful blue skies... and that's when the media would take those pictures for promos, postcards, video footage, etc. Of course, it's different to do it for one day, than for a prolonged period of time.
Still, you've got to wonder - what is in it, and how will it affect all who are breathing it in? (Particularly the competing athletes).
