I'm sorry I didn't see your reply before. You have some good points. She does go inside about once a month, I think, for several hours. And she was allowed to run free through their acre of land for quite awhile. Only when the people got their goats and various birds, did the dogs become chained up almost 24/7.
I've been talking with our local chapter of S.P.C.A., and they have been the most helpful. They are working with me, to find any technicality that would allow them to help the dog. We have a law that is supposed to change soon, which is supposed to help the animals, but I don't know exactly the wording.
The dog's line became tangled yesterday, and my husband jumped the fence to untangle it. He forgot to notice if she had water. Today I saw she had a bowl which was overturned, and we've been giving her water. We've been having windstorms. Yes, she's very happy to see us, but I do see sadness in her eyes.
