Chained up Dog

I hope this is the right forum for this question. My next door neighbor has his dog chained up, near a dog house under a tree. The dog keeps getting the chain tangled up, then can barely move. I can pet her when she can get to my fence, and no one at their house pets her; they're just using her for a guard dog.

Now, she's scratching herself terribly, and is dragging her butt on the ground. It's over 100 degrees here, and this is killing me to see this sweet dog like this. The animal control said it's not against the law.

Any suggestions would be welcome.
