Right, I see what you are saying. But...has anyone read the proposed guidance, which is non-binding and reiterates what it said before? And others have pointed to links referencing SB 1082 -- I have just read through the old act and the proposed replacement, and that is no real difference -- changes made are really nonsubstantive.
