You need LEVERAGE possibly

She is a bully and a coward, and to her you are a 'weak opponent', she despises it.
People like this will not bully people who are a threat to them, however.
Perhaps, you have something on her that you could use as leverage in this situation. Or treat her like a kid using reward and punishment system. Tell her if she does this, she won't get that :-).
