One possible explanation is that they were measuring TOTAL testosterone rather than FREE testosterone. The FREE testosterone figure is the one that really matters, as you can have very high levels of testosterone AND high levels of SHBG with the result that the testosterone has no effect. On the other hand, normal levels of testosterone and LOW levels of SHBG can lead to growth of facial and body hair.
Another possibility is that your skin has been highly sensitized to respond to testosterone so that it responds to normal female levels of testosterone in the same sort of way as male skin does. This sensitization is something that happens in the early stages of fetal life and you can tell very easily if it's likely to be true of you -- finger lengths are determined by exposure to testosterone at that same stage of fetal life - if your ring fingers are longer than your index fingers, then your skin is likely to have been sensitized to testosterone.
And remember that there are some things we don't necessarily have an explanation for, but are true all the same. Some women have no obvious explanation for the fact that they have moustache and beard growth, but it's a reality all the same.
If there are no hormonal problems, then the choice is yours as to how you handle it. As far as I'm concerned, shaving with a men's-style electric razor (Norelco) is the simplest, most trouble-free method of dealing with it. A few seconds each morning and I have absolutely no problem.
