Well, I partially agree with it. Environment certainly plays a part in intelligence. Fail to get the kinds of foods you need, and you'll probably suffer for it in many ways, including intelligence. Drink lots of lead-laden or mercury-laden water, and your intelligence will probably suffer. Etc.
And remember, Bush Sr. forbade the kitchen staff in the White House from serving broccoli, so I'm betting Jr. didn't get much in the way of nutritious vegetables as a child (and probably very little now, either).
And given Jr.'s clear mental decline, I have to wonder what is it about Texas or more likely DC that makes people more stupid. In fact, given how stupid our executive and legislative branches are, there must be something in the air or water in DC.
Or maybe it's just the burden of guilt from almost 3/4 million dead souls "on his orders" weighing upon him, crushing his brain inside his skull.
In my dreams, anyway. Presupposes he has a conscience, though.
