Some possibilities...

Clean the soiled carpet area with a product designed for pet urine. Cover this area with aluminum foil as a deterent. Many cats don't like to walk on it.

Or put heavy plastic down and put the newspapers in this spot and let the cats urinate there. This is a go with the flow option.

Evaluate what kind of litter you are using. Maybe try a new litter that would entice the cats to urinate in the box. It is possible that the cats don't like the litter.

You could put a second litter box over the area of the carpet where the cats are urinating.

Make sure the cat doesn't have a physical problem that is causing them to urinate outside of the box. Get them vet checked.

Talk to a good animal communicator and have them talk to the cat(s) about what is going on. May sound really crazy, but it works.
