Cat urinating on carpet

Does anyone know how to stop a cat from urinating on the carpet. My one cat has done this ever since I've had her. She uses the litter box, but won't urinate in it. She prefers to urinate on carpet or newspapers or rugs. I live in an apartment, so taking up the carpet is not an option. Now, my new cat smells the urine and has started urinating on the carpet too. Anyone have any suggestions?
