Sorry Rowan, but in the described scenario, it most certainly would be violating the law in most, if not all, states. They work in a Vets Office, which greatly amplifies the potential for harm, not to mention liability for both themself and their employer. People she talks to in a Vets office will naturally give considerable weight to what they are told in that situation, and have a reasonable expectation of getting qualified advice. If you have any doubts, feel free to call your states attorney and ask them what they think about a non-qualified person giving advice like that from fiduciarily trusted location such as a Vets Office. Would they go after it like a Pit-Bull on a New York Strip? Probably not. Could they? You bet they could. Giving advice from a messageboard is a LOT different than dispensing it from a Vets office. As it should be too, actually.

The civil liability is actually something to be genuinely concerned about though. Someone who follows this persons advice, then has their cat get Distemper or Feline Luekemia is a lawsuit waiting to happen. In a nutshell, this person is leaving herself criminally and civilly liable, and her boss civilly to boot. Bad idea, no matter how one slices it.
