Maybe the New Year version more affects external influences, the actions among people, since it would effect everyone about the same time and the birthday affects our internal actions; beliefs, growth, etc.

I dunno, that just popped in my head rather strongly when I read Shelleycat's post so I figured I'd go ahead and post it! LOL
