Do personal years go from birthday to birthday?

You have more than likely answered this question, but i have always wanted to know this answer.

Some numerologists say personal year goes from birthday to birthday and other books i have read say the personal year starts at the beginning of the year.

What i would like to know is.
Since my birthday falls in May and this is going to be a 5 personal year for me this year, would i still be in my 4 personal year right now?
If so, would this be a 5 personal month i am in right now?

It actually can be quite confusing with so many theories being thrown to you out there.
