My god the mom sounds like a drip. She is obviously neglecting even the basics, that would drive me crazy, she knows when the baby looks like a hobo. Have you talked to the mom and expressed any of this? Sounds like she is past the stage where she should be getting her sh*t together. Is she drinking or on drugs? Who lives like that? What is she spending the child support money on? Sounds like she simply is not equipped to parent this little girl, or is trying her hardest to be stupid or at the very least negligent.
