Ill tell you what I think. One he might be a little insecure about how you feel about him and also about himself. Also there might be a little worry about performing and not looking foolish, and finally I think that he might be a little bit wishy washy about you and him...if a guys likes you but isn't totally 100% into you he will act this way. Maybe it needs more time for emotional bonding before jumping into the sack, sounds like it isn't time yet. Maybe you need to be a little more affectionate and doting over him to make him feel important, wanted, and secure. This is my oppinion as a guy. Hope it helped.
