I have heard people say that when they were little their parents would threaten them by saying that God would punish them if thus and so. I just recently attended a conference in my church were this very type of parental behavior was described as abusive.
God definitely allows us sometimes to suffer the consequences of our actions so that we may learn from them. But I do not believe that it is anywhere in God's character to punish his children. This does not contradict the righteousness of God, and His divine justice, but He does not excecute His judgement in the same way as we might envision Zeus throwing a lightning bolt down to us from heaven.
Contrary to the many superstitions that have thrived through the ages, God's eternal will and purposes are always for the growth and well being of His children. It is wonderfully comforting to know that no matter how many times we blow it, He is always there with open arms to help us through.
