Formula #2 Clarification

Hello,
Is anyone able to clear up a little confusion that I have regarding this formula #2 recipe? I'm trying to get a definitive measurement of the ingredient of "7 parts Psyllium Seed and Husks". What does that mean, 7 parts Psyllium Seed plus 7 parts Psyllium Husk? Or, Equal parts seed and husk to make a 7 parts to 1 ratio to other ingredients?

I would appreciate any help that the enlightened ones could shed on my inability to decipher the code of this formula :-)
