Well Lola, first of all, welcome aboard! Glad to see Iodine is working for you.

Regarding Kelp, people in this forum doesn't use it. For various reasons, main ones are it's low Iodine content plus some kelp has heavy metals.

We normally use Lugol, Iodoral or SSKI .

I highly recommend you that if you want to start the Iodine journey, you start reading more info. This forum is of great value, if you start reading old posts, you'll get plenty of information. Read about the iodine protocol and the cofactors, in case you haven't.

There's no problem adding Lugol on top of Sea Kelp. Let's see what others say but I would say it's perfectly safe (if you exclude the HMs hazard).
