Question about TSH Level, hello VWT.

I have not been on this forum for a long time. I have a question for my brother. He is 66 years old and in fairly good health. He had is check up a week ago and his blood test showed TSH of 9.0 mlU/L. His doctor was very worried. My brother had been on
Lugol's for a while, last year he stopped it because his urine test showed high iodine. Then he started again taking 25 drops a day.
Now the doctor is worried and asked him to stop Lugol's. He also asked to take Armour Thyroid, which I am a bit puzzled about.
I have read so many messages here and other online health websites. I am totally confused.
Does TSH level above 5.0 mlU/L mean Hypo or Hyper Thyroidism?
Is Armour same as taking Lugol's? Or is it opposite of Lugol's?
Does
Lugol's raise the TSH levels? AND does Armour lower the levels?
Please help so I can guide him. Currently he has light headache, chest pain and seating at night or bed time.
How can he bring the number within the range naturally?
Fasting?
