That is correct. I believe once you've ruled out bacterial/fungal infection, what's left? Viral? Possible if you have herpes which everyone has. So maybe EC is a reaction of herpes simplex being reactivated to continually attack wounded lips. L-Lysine in milk will place the virus back in hibernation so the lips can heal naturally.
