Everyone can eat carbs. The problem I believe is that you're eating too much fat in your diet and too much fat makes carbs bad because the fat blocks glucose absorption into the cells and leaves excess
Sugar in the blood and that's what I believe causes the foggy feeling. I couldn't handle much starches and fruit when I was on a high protein & fat diet. I would get that foggy head feeling too. When I started eating low-fat, I could handle all the carbs I wanted with no problems.
Try eating low-fat for a couple weeks and see how you feel. To make sure you're low-fat enough without having to add up and calculate the foods you eat, just omit all overt fats, like meat, dairy, oils, nuts, seeds, and avocados. Don't worry though, you'll still be getting 5% fat from non-overt fat foods, like fruit and starches. Do this for just a couple of weeks and see. Just be aware you'll have to eat a lot more in volume because low-fat eating is naturally lower in calories, so you have to make up the difference by eating more than you're normally used to.
