Possible, don't know much about SIBO, I know it causes bloating when eating food, have never heard of water having this effect. Most plausible guess would be impacted colon. Water normally goes directly to the colon, if it is blocked can't get through properly, then you have instant bloating. If you have any symptoms of pain or nausea then I would say 100% it is from an impacted colon but as you did not describe these symptoms I assume you are not experiencing this. If I remember correctly, you had previously described also being constipated, fits with this diagnosis.

If the kidneys were not functioning properly, this could cause bloating over time, not immediately. This would mean the kidneys were bordering on failure, not likely in this case.
