BINGO, you're right, the ovarian follicle.

So, how or why would the female ovarian tissue ever have a necessity to convert Iodine into thyroid hormone ?

Under what circumstances would Iodine ever be present in/on the female gonad ?

Its a perplexing question, but surely there's an answer that makes sense.
