No, it says that some people with low iodine can have their thyroids over-respond when dosed with iodine. Instead of their thyroids perking up and giving them more energy, their thyroids go into overdrive and become hyperthyroid. This could happen because of a medical procedure which uses iodine, or occasionally when beginning Lugol's. All because the thyroid lacked iodine in the first place.
