I don't believe in a co-ordinated global plan, I think individuals and multinational companies, have plans of their own, but I don't believe that they are co-operating with each other at the "top of the pile", anymore than politicians from different countries are willing to co-operate to bring about some global government.

I'm seeing various "plans" being attempted, some fail, some succeed, and all are in the self interest of individuals, or corporate entities. There is no allegiance to each other, just as there is no allegiance to some mythical group.
