NEVER too late!
As a Survivor of this type of crime, it's never too late to address what was done to you. Though your State's statute of limitations may have run out (not sure about that one), although in 2006, NY overturned the statute of limitation for rape of children (below age 18) to "indefinitely," due to the heinous roots of rape. It may be something that you may wish to ask your District Attorney, or the DA in the District where the crime was perpetrated.
As for waiting a long time, sometimes, it takes victims a long, long time to sort out what happened to them and actually begin speaking about it. It is never, ever, EVER too late to address those issues with a qualified professional. If you can't afford to pay for counseling, contact your LOCAL victims' services unit to discuss counseling and prosecution options.
Often, people who call national help hotlines are disappointed because they expect an immediate, and definite end to their long suffering, and the lesson here is to have patience. You didn't get to this point overnight, and your personal healing process will take time, as well.
