I believe this formula is usually tinctured. Uny has it as a tincture.

I know that you are searching for a way to make tincture that is gluten free, so are not yet prepared to make/use tincture.

I do see that it is being sold at Christopher's Herb Shop in capsules and as an extract, so it appears it can be put into capsules.

Here is the formula I have.
