If so, you confused relative permittivity with resistance! Relative permittivity is NOT expressed in ohms. It is the ratio of the amount of stored electrical energy when a voltage is applied, relative to that stored by a vacuum; similarly, it is the ratio of the capacitance of a capacitor using that material as a dielectric, compared to a similar capacitor which has a vacuum as its dielectric.
Take a look at conductivity of muscle longitudinal (fibers in parallel to the current). It is 0.3 - 0.8 S/m
Blood: 0.43 - 0.7 S/m
Don't you think it's very close?
