Take a look at the research paper "Electrical Properties of Tissues" which states muscle having an average of 38,000,000 ohms resistance at 10 hertz. It's at http://www.citeseerx.ist.psu.edu/viewdoc/download?doi=10.1.1.65.7364.pdf
