It is a correct statement, because Paul says the law aroused us, and even increased sin, when we were in our sinful natures. We are bound by the law as long as we are in our sinful natures. But when we die to the sinful nature, we are born again into a new nature, desiring to be righteous, desiring to be obedient to God.

Corinthians 5:17
Therefore if any man be in Christ, he is a new creature: old things are passed away, behold, all things are become new.


Ephesians 4:24
And that ye put on the new man, which after God is created in righteousness and true holiness.

Romans 6:6
Knowing this, that our old man is crucified with him, that the body of sin might be destroyed, that henceforth we should not serve sin.

Romans 8:8
Those controlled by the sinful nature cannot please God.


But I agree, as a new creation, God writes his laws on our heart, and so we know them. And He disciplines us in His love when we go astray. We do still live in these bodies of flesh, and in our weaknesses, the flesh can overpower us sometimes. But now, unlike the non-believer, we feel remorseful to God when we sin. But we know we can always continually go to him and be renewed in His words of grace, and know He never turns away from us, even if we've sinned. His grace is eternal.


But to clarify here, living by God's laws that He has written on our hearts is very different from living by the written law. One way has power in it over sin, the other way doesn't.
