I had to ask those questions over 25 years ago, so I can't point you toward any updated sources. But I had found that the FDA gets involved when you manufacture something for resale in another store. Also, you have to go by local Health Department Laws just as you would for a kitchen. Your labeling should have any cautions on them if you're selling them for internal or external use.

I make about 300 of my extracts only for my clients. I don't sell anything since anything I make is custom blended for the individual. I can't figure out a way to make them "over-the-counter." As a result, I don't sell any of my liquids and many laws designed to protect the consumer just don't apply in my case.

Others may have more updated information for you.
