What if this person was already banned/un-banned before the change and not only has shown abuse inside the forum but also by sending abusive email to the moderator?

I understand that your job is to defuse situations but IMO this is one of those that if not properly dealt with will leave you with a job of enlisting a new group of moderators...

The point is actually quite clear, if a moderator is overruled then the moderator is owed an explanation and an option to see the reason for un-banning someone.
